Hey anyone know how to make one? I pulled apart the 'calculator to calculator' link cable (red, white, ground wire) then pulled apart an old usb plug (red, white, black, green, ground wire) I wired the red, white and ground wires together and plugged it in but my computer says the "USB Device is Not Recognized" Anyone know what else I have to do?

seriously? How did you expect that to work? do some research on the TI83 I/O port, and you will realize it's a plain vanilla serial, not USB. There are tons of schematics on the internet.
