If it's real this could be interesting, but what concerns me is the "huge voltages" thing. Sure you could maybe produce 100kV at 3 microamps, but aside from making sparks of what use would it be?

Sunlight is 800 watts per square meter at noon on a really sunny day, that's 80 milliwatts per square centimeter. (Aside: Eight times the exposure limit for microwaves, and considerably more biologically active)
Non-linear optical effects are fascinating, but in all known materials they only happen at the high power densities you get in carefully focused laser beams. The most familiar one is the conversion of near-infrared laser light to green in a DPSS, which is related to this rectification effect: it's using the non-linearity of the material as a harmonic generator instead of a rectifier.
Or maybe as well as? For all I know, the crystal in a DPSS could develop an electric bias in use, or its operation could be affected by one. There's an interesting experiment that a hobbyist could try.
