I have a Panasonic TV about 15 feet away from my LCD Soyo computer monitor and whenever the monitor is on the lower channels on the TV get pretty fuzzy, does anyone know why this is happening? and can it be fixed?

Harmonics of the computer clock frequency will most likely be to blame.
You may be able to reduce the mains-borne component of this intereference by inserting filters in the leads of both the computer and the TV.
The simplest EMI filter is the clip-on ferrite type, and if this is insufficient, winding a number of turns of the mains supply leads through 'lossy' toroids.
Beyond this are filter combinations of L and C which you can build as a module, buy ready made, or salvage from dead domestic equipment like washing machines.
