I need a thermal insulator, something like ceramic wool but safer, and maybe cheaper? I'm on a tight budget and it needs to be able to withstand some high temp. Inbetween 2000-3000 F maybe?

there are porcelain types that can with stand 2000F with out cracking or melting, but maybe a cone 13, +3000F refractory material would be best and i think cheap. youll have to find a ceramic art studio that sells it and that will fire it.
my place has test cards with 40+ little 1 inch square tiles of ceramics and porclain and other stuff, one of these was the same refractory material as the interior of the kiln.

You can get a little can of "Furnace Cement" at any fireplace shop and a lot of hardware stores. You can also get firebrick meant for lining the inside of fireboxes in wood stoves and fireplaces. Either of these ought to be up to the job.
As far as I know, ceramic wool is not particularly dangerous. The stuff you can buy these days no longer contains asbestos. Should be able to get some of that from a fireplace shop too.
