I making a circuit board that has a rectifier, smoothing cap, and a lm7812C voltage regulator that provide power to an IC. Unfortunately the voltage across pin 2 and 3 of the voltage regulator is 0. The voltage regulator did not heat up or draw any current. I built the circuit on a breadboard before making the circuit board and it worked just fine. At first i thought it was damaged so I desoldered the lm7812C from the circuit board after reading 0V, put it back on the breadboard and i read 12V. I read the resistance where pin 2 and 3 were soldered in and it was 12.65K. I also removed the schmitt trigger IC is was powering to see if this would affect anything, but it did not.
My only guess is that the voltage regulator thinks its short circuited, but i can find anything wrong. Is there anything else that can cause this?
EDIT: I desoldered the lm7812 again and soldered in wires that were connected to my power supply. The current draw is around 100mA and circuit works perfectly. Though this isn't a practical solution at all.
EDIT: NEVERMIND, forgot a ground connection from the electrolytic cap preceding the voltage regulator >_<

Don't forget to have a second cap on the output of the regulator to stabilize it. 1uF is usually enough but it's not critical. Without that you can have high frequency oscillation that will wreak havoc on some circuits while being difficult to diagnose without a scope.

Another thing to remember is that 78xx regulators are not all the same, you need to use the datasheet for your exact model. On some the capacitors are extremely important for stability, others are designed to be stable without any capacitors.
