What would be the best way to sense over head power lines based on the electric field produced? Would an antenna be the best bet or a pickup type coil? I just need to find the best way to get a measurable increase in sensor output when it is put within lets say 10 feet of a power line.

A milligaussmeter is commonly used to determine the B field at ground level. They are inexpensive and consist of a coil and an amplifier tuned to 60 or 50 Hz.
Dont even think of elevating it, or any other instrument to get more signal, above the earth under the line.
The only ones to do that are linemen or power line technicians.

I think an antenna with a rectifier and an amp would be more than enough, if a powerline can partially light up a fluorescent tube... The operator's hand would be used as a ground. Maybe just a bridge rectifier, a cap and a neon bulb would be sufficient, the bulb would flash in the presence of electric field.

The excellent Radio Waves Below 22kHz site is sure to give you ideas for magnetic antennas (such as the different sorts of loops) and E-field antennas (such as active probe antennas) which would both be suitable for monitoring the EM activity of power lines from a safe distance.
