Marx Generator EMP gun/pulse thing?

I have a few 20 kv 3300 pF ceramic caps, and was thinking, could it be possible to make an EMP out of this? With a waveguide, of course, to be able to point it at certain things, instead of going out everywhere?

A Vircator is typically used to generate EM waves from a HV pulse. I would say you're looking to get FCC'd with this endeavor, but you don't nearly have enough energy to generate a damaging EMP, so go nuts :)

Sorry, I completely forgot to add with a Marx generator. Because, an EMP pulse is a capacitor discharging, right?

Or so I've heard, anyway, I'm probably wrong.
