has anybody ever successfully used a ndfeb magnet in conjunction with a coil gun? having a strong already established magnetic field would seem to give better results since in a nonmagnet scanario the armature is relying on a self built field created by the electrodes.

People do just what you were thinking of all the time. Generally it's seen as an augmentation coil that provides the same field as your permanent magnet. The coil also serves to lengthen the pulse from the discharge of the caps and better shape it for a railgun.
What you're thinking of is a railgun, not a coilgun. The difference is quite large when looking at the magnetics in each.
