If I bought a RC car brushless motor with a Kv rating that is unsuitable for my application, can I remove the original winding and re-wind them to change Kv rating?They are expensive to me so it's unacceptable to buy another one.
And can I use litz wire to improve performance and reduce loss?

Yes. Kv is determined by the magnet strength and number of turns, and the number of poles.
There's probably a limit to how far you can change it, if your intention is to change the operating RPM, rather than adapt the motor for a different supply voltage. You'll never get twice the torque at half the RPM, no matter what you do to the windings.
The frequency is too low for skin effect to be a concern. But some of these motors use such high current that you would need Litz type wire anyway. A single wire of the required current rating would be too thick to fit.
