first, put a volt meter across that cap, to see if there's any residual on it.

My guess would be the side with the blob is + and the case -, if you have a few of them spare and can risk possibly damaging one try applying a low voltage and measuring the leakage current both ways.

yeah, i use this approach.

best to limit reverse voltage to 0.6V using a pair of antiparallel diodes across the capacitor though.

I was going to suggest measuring leakage current second, as it may degrade the specs a bit. so if it has a residual charge, that polarity will be the true polarity, so try that first, if not then check reverse leakage second.
