If it's for a science fair...You might want to make sure people have something to keep their distance from it. I would either put some type of cage around the ladder, or at least fence the area a little bit. Last thing you'd want is for some kid to get interested and try to touch it...
Using a simple neon transformer, given its not too much info to explain, he could tell how the transformer converts 120V to 12,000V. The ladder obviously would show how electricity can arc across the air, How plasma forms around electricity maybe? But as said already, it demostraights how heat rises. The arc goes up, since the heat goes up. Arcs are so sensitive to any air movement, that the heat causes the arcs to rise...
I think it will be a good science fair project, given you take the right precautions and can explain it. Keep safety in mind, as you cant expect people to keep their distance, and not run over and try to touch it.
If you had the tech, a nice laser-trip field would be cool =D Shut it off when anyone steps in =)

This is too dangerous for this age. And making the enclosure would be much more complicated than making the device. All the fun is in not having any enclosure and knowing that the device is dangerous and how to operate it safely.

I have never experienced any problems with NO2 from any of my arcs, so I wouldnt call it a hazzard unless its a very big jacobs ladder in a very small room.
