Hi,
I am working to build an infrared illuminator for use with night time cameras. The best thing I've found so far is this 3W star for 3.28 to 3.02 USD.
I doubt any better led power/USD could be easily found, though I would be happy to find one, but what I was thinking about is possibly other technologies that can produce near-infrared with low visible light. Even those LEDs are going to have a pronounced red glow, that is fine. The whole point is to illuminate the largest area for the camera/s with the least cost and not to be TOO visible. Electrical and thermal efficiency is irrelevant. Of utmost importance is brightness/cost.
For example, one does not use LED for large scale illumination; some sort of arc lamp is used, probably and HPS lamp or an MH if color rendering is more important than lm/W. In smaller scale, wide spread illumination, [compact] fluorescent is often used. My thought is that something similar might exist for near-infrared. Maybe some sort of "neon" style tube lighting with a certain gas mix/coating in it. One would probably drive it fairly hard. The "neon" approach would be very nice if it could have similar or better brightness/cost and brightness/area than an LED based solution.

IR LEDs are getting cheaper and "brighter" all the time, but you can still get IR illuminators for large areas that use incandescent lamp with a visible-light-blocking filter. Could probably home-brew one --- look up Wratten 87 filter; think about a fan to keep the filter cool. I don't know any gas-discharge type lamps that have good IR output.
