Are you asking about how to write the program or how to get it into the chip?
For getting the program into the chip I would suggest a JDM serial port programmer and the software WinPic800 . This is what I used for a long time until I made myself a USB programmer.

This reply applies most to people who are seriously looking to get into PIC uC's. Obviously, if you got the chips for free, you might not want to put out any money for a programmer. That being said, personally I've always been a fan of the "PicKit" programmer that Microchip offers.
I tinkered around with building my own programmers for years and always found it difficult to match a decent programmer, with decent software, via a decent interface (Ugh, serial/com ports).
The PicKit series is continuously updated by Microchip for device support, has a USB interface and is supported by the Microchip development team. Trust me, spend the 35USD and save yourself all the frustration.

Getting it on the chip. I guss there would be a 4k program image that would be written to the chip an then it would be programmed. I always can write an assembler my self. It shouldn't be too hard since the PIC only has 35 instructions.
