Oh that's not fooling anyone. I came to this thread expecting something along the lines of a GFCI that killed it if it detected a "short". Something like the sawstop but for jacob's ladders.

Then you just get a board install 4 corner pillars, and install some optical sensors. This way when something like a hand passes through, power is cut :P
If you really wanted one for Halloween all you do us just fence the area off :P

And then, the poor kid with the pretty metal bracelet, tries to go at it...The laser turns it off, but oh dear god, it shot into his/her eye! Instantly blinded...This is why we use like a 0.1 or 0.01mW laser...

It was just an idea, it's not like anyone would even consider relying on a laser to protect that little kid from 15,000 volts anyway. However, it would make a beast Halloween prop. I mean who wouldn't like a jacob's ladder inside a laser cage?
Also, I'd rather get a diffused* laser blast to the eye than be electrocuted any day, and I'm sure someone else would too.

I can touch a NST and probably live given it was one hand....or I can get instantly blinded by a diffused 1W....you do relies these blue 1W will blind you very very quickly, if not instantly, even if it's diffused to say...10ft wide on your face.
But yeah I get your point...
If you want a safe visible beam, get a little smoke from a smoke machine and use a 1mw red. Then it's ladder in smoke :D
