Hi I'm from Polish and this is my first post. Well, I am in the process of construction DRSSTC and needs quite expensive IGBT modules, and am looking for a company that gives free samples. I found a company it is but there IGBTs are blocked. Thank you for your help.

You won't find a company giving out free brick IGBTs for the same reason you are looking for them: They aren't cheap. Little chips they give out for free probably cost them under a cent to make each. IGBTs for DRSSTCs are a different case!
Your best bet is ebay, but of course, with the associated risk.

Companies give free samples as a marketing device, not charity work, the intention of offering free samples is to get more sales or good publicity, - which of those two are you offering them?

It's become a fact of life that so MANY people have exploited companies for free samples, that legit companies looking for a good fit are now asked to pay for $10 (or less) worth of parts. An interesting thing happened in that a company I had known through a family friend; they had asked for a sample of some electronic parts for a gov't contract (and simply was looking for an substitution exploration their engineering dept asked them about)....long story short they wanted to look at a few substitute parts prior to a purchase of many thousand.
The company wanted $ for the sample (it really DID turn out to be about $6.50-$8). When the CFO heard about it he made a decision that they would NOT deal with them and they went elsewhere. I was told that his reasoning that a company that cheap may be counterfeiting or simply didn't really want their business. Obviously I don't know all the minute details but a large sale was lost. The constant (& very public) "milking" of free samples has lead to companies no longer giving them out and in return some legit design firms are also looking outside the country of origin for their parts. The US and EU are not only loosing manufacturing for the finished product but now they are loosing money to component production. It looks like a downward spiral.
