From an antiquarian point of view, there is something not quite right about it, when you compare its build with other known Harvey & Peak instruments.
The whole fish tank appearance of what I suppose was an oil bath, the crudeness of the wooden blocks holding it in place, and the two (presumably) primary wires not being terminated through the wall of the tank, looks far too crude to be a Harvey & Peak instrument, though I would certainly believe it used H & P parts, such as the Leyden Jars.
H & P are best known for their influence machines - Wimshurt's Machines in particular - which sell for thousands of pounds when they are in very fine condition.
Tesla certainly did design horizontal high voltage transformers in the 1890s, when H & P were manufacturing in London, but I wouldn't advise anyone to buy this as an investment antique. It looks modified or interfered with by some bodger or experimentalist.

The person who asked about this is up for restoring things with a few missing parts (or improving on a previous restoration), but this sound a bit suspect.
I think I know. It isn't a tesla coil in the sence that it is a air core transformer, it has a iron core. This is the set up. It's a regular tesla coil schematic as one spark gap is the saftey, the other is the real one, the lyden jars are the caps, and the thing in the bath is the tranformer. It was a model of a 19th century electrotherpy coil
