This battle has been ongoing for more than 4 years here. Luckily, it has generally failed hard, and all but a couple of the trial deployments have been terminated. I suspect it will go the way of the dodo sooner rather than later.

As far as intereference to Amateur service bands, QRN and QRM would mean stations in metropolitan arees, that haven't got the real estate for aerials to rise above the noise floor will be affacted most. But then again in a total disaster, this wont affect much. The utilities will be down along the PLN local stuff. Already HAM emergency services are gathering broad spectrum portable gear capable of workingHF-VHF & UHF point to point, from batteries with voice and data circuits. All they need is a tent, aerial and maybe a generator.

In rural areas PLN cant affect you because you can build big enough aerials.

Radios today are lightyears ahead of what they used to be as evident by sucess working the bottom of this sunpot cycle.

It's true that in an emergency, power line networks will most likely be down. However, if the amateur bands are unusable or difficult to use during the other 99.99% of the time, the hobby will lose interest, and hams will likely be unable to meet demand during an emergency due to a lack of equipment and trained operators. All told, it's just a foolish and wasteful idea, trying to cram vast amounts of data down lines that are in no way meant for it. Fortunately, the foolishness works in both directions; the unshielded power lines are excellent at picking up RF. US hams discovered pretty quickly that a legal 500-1500W transmitter could cause massive disruptions to PLN.

I doubt very much it'll gain any ground here in the US. Not sure about the UK, but it seems baffling that there are no regulations on interference from unintentional radiators; I almost have to believe that the article is wrong. Surely some agency must have the authority to prevent the sale of cheap electronic junk that disrupts the RF spectrum, like improperly filtered power supplies.

radiotech, larger antennas won't help you much with PLN. It will just make you that much more efficient at picking up the noise radiated by the power lines outside your door.

Add to that the fact that PLN has been sold as being most useful as a means of providing broadband connectivity to rural areas where other infrastructure isn't available, and you pretty much ensure everyone gets screwed equally.

That used to be very strict. Now the responsebility is on the manufacturer, if the device is stamped with the CE logo it can be imported and sold. Someone may test it at a later date but with the average lifetime of a model is months it is replaced by a different model long before anything can be done about any problems.

If someone stamp their trade name on a device they take over the responsibility of the manufacturer. So a manufacturer often have an array of different trade names making sure that whatever happens they are not responsible and can continue to sell uninterrupted.

These are finely tuned free trade regulations created to ensure there is maximum trade at any time.

One thing that one of the net controllers on the BC Public Service Net. (3729 kHz 1:30 Z daily) is asking hams to send mp3 recordings of interference along with details to be included in a data bank, and hopefully a methodolgy of identifying the source by its sound.

You are right in the trend to abandon these crappy systems that dont really work as more and more satelite or glass based connectivity comes up. The other thing is the power companies has long been irked by the requirement that their right-of-way, poles and underground has to be shared with telecom and cable TV and want in to this revenue stream. Enron convinced many utilities to invest in miles of fibre (now dark) by making electricity customers pay for it.
