Thompson's Theorem: When charges move under the action of the field strengh, the energy of the field diminishes by the amount of the work done. Whatever transitional polarities were, the final one would have to satisfy this theorem.
Observation probably could be done with a simple gold leaf electroscope. Short of gold? In these tough times perhas a piece of metalic Christmas tinsel would do.
I can only imagine the electrets you could make using this gear. The potential difference is >5 million volts! If you substitute the acrylic in the video with PTFE you could manufacture the insulated ball finished and properly sealed and then run it spinning through the accellerator to reduce the radiation strain on the PTFE. Positive monopoles are a little trickier though.
The molten plastic and metal powder idea seems a little more practical though. I would suggest making a rod and then a saw for the monopoles. Can't say I have much experience to rely on, but my common sense tells that to me. Or maybe some themoplastic nylon... Melts at 65 degrees. Much more workable, but as you say durability will be a problem.
