If my IGBTs are rated for 1200V and my max primary voltage is 1063 volts, should I buy Transient Voltage suppressors that clamp at like 1100 Volts or 1200 Volts?

I think you are using too high of a voltage.... 137 volt excursions are nothing with over a kilovolt across the bridge...
Steve Ward explains that TVS don't "clamp hard" until their voltage is exceeded by a good percent, and your current design does not allow for that. With an input voltage like that, the transients from the IGBT's internal inductance, which will be seen by the IGBT before the TVS if I understand correctly, will overvolt the device. You should use more of a safety margin- I strongly suggest a perusal of Steve's site .
