I guess i never commented. I got it to work. Reliability is not an issue, cause if it stops i will laugh and move on tongue. For all i care the frequency could be as unstable as Oprah's weight.

I am not quite sure what the problem was, but i am pretty sure the 74hc14 was the one i used for some other application, and the gate was dead. I got it to work well enough, and it is driving a UCC with no problem, and the output has little ringing.

Something strange, for awhile the waveforms on the output of the oscillator itself was very weird, with tons of ringing and all kinda junk... The output of the ucc was *terrible*. I noticed i left the decoupling cap out :P. .1uf can make a wave that looks like a square wave that is modulated with a sine wave, that is modulated with a sawtooth, which is modulated with a triangle wave, look look an actual waveform that exists.

Well, 4MHz is probably a lot faster than UCCs were designed to go. I'm not surprised the output looks bad! Watch out it doesn't overheat.

The output looks fine, that was at first when i forgot the decoupling capacitor. It made the whole circuit ring crazily. Luckily no high frequency ringing, so nothing blew up. This circuit does what i want for now. I have nothing to make any other suggested circuits.
