I think triggered spark gaps have been "munitions" under US law, ever since the fiasco with krytrons being sold to Iraq.

The US export laws are a pain. The company I work for got into trouble trying to buy Li-Ion battery packs from Ultralife. They wouldn't sell to us without an export license, and we were denied one the first time round because of some screw-up.

We ended up changing to a Chinese battery supplier.

What kind of advantage do you get by purging the gap with co2?

The idea is to flush out ions left by the last discharge before the next one begins, to reduce pre-firing, remove discharge residues, and cool the electrodes, with a view to reducing jitter, and increasing workable PRF.

As for the 'dual use' of triggered gaps, the US Government Accountability Office refers to them in its report to the House of Representatives as "dual use" controlled technology together with.... oscilloscopes (sic)

Triggered spark gaps have always been under ITAR regulation. They are most commonly used in high power pulsed systems including radar, etc...
