At the bottom of the main content of this page you will see a list of names after "Moderators:". Chris Russell is the owner of this site, and all the rest are moderators or admins. When one of them posts, you will see a little graphic at the left that says moderator, admin, head admin, and so forth.
I have absolutely no idea how Mr. Russell has the site hosting setup.
In the mega shark vs octopus thread both EastVoltResearch (a mod) and Chris Russell (head admid) have posted and you can see the graphic below their respective avatars.
By the way; Earth is in the alpha quadrant, not the delta quadrant ;)

Maybe he's not from Earth!
As was mentioned, Chris Russell owns the site and also the server it's hosted on. He has it installed in a data centre somewhere in the US. The rent on it is fairly high as far as I know, so feel free to donate!
Chris and Noelle also run 1121.org web hosting and the server is used to host a bunch of other sites, including mine.

hehe...
IIRC, 4hv was started after the users of aPowerlabs got fed up with all the endless junk/spam/"how to use a 555 timer newb" etc threads...
Interestingly, the signal to noise ratio here seems to be much better than the other electronics forums. Might be to do with the many dedicated admins who prune the less useful content.

yes, must be a pain for the mods and admins, some one posts "hey Im nuw how I use a 555 timer?" (I spelled new like that on purpose!) while 3 threads down someone asks the same question. (and how I use a 555 timer isn't very specific, you have over 1000 uses, can use it for 1 second flasher, bomb timer, a timer which within 1 hour shorts your nieghbors power line creating pretty fireworks... unlimited uses.)
so I take it on this forum there is little tolerrance for spam or for questions that already were answered. so naturally since there isn't an insane amount of "internet traffic" I would take It that this site isn't as bad as the other forums.

You and other people like you run 4hv. I don't mean to speak cryptically, so let me explain.
I am the founder of 4hv.org. I maintain the site, pay the bills to keep the server running (the portion not covered by donations from our very kind and generous supporters, anyway), and I have the final say in what happens or doesn't happen on the site. However, I've always tried to be as flexible as possible in allowing the users of 4hv.org to dictate what direction the site should take.
Some have kindly donated their time and efforts to serve as moderators. It is an often thankless task, but a very important one.

Yes, in general, we discourage asking the same questions over and over. In practice, it is not always easy, but many members are happy to point to relevant threads in the archives rather than dredge up the same old topic again and again. There are some long-term solutions to that particular problem, but that's a whole different thread.
The general consensus from day one is that it would be better to have 50 good posts and 15 bad posts per day than 500 good posts and 1500 bad posts per day. To that end, the focus has almost always been on how to find and hold on to good members. Many other sites and forums have focused on simply increasing traffic, which unfortunately generally has disastrous results for the signal to noise ratio. Traffic does tend to drive up ad revenues, however, and I notice that there are very few ad-free websites around these days. That's one of the primary reasons that I am firmly against placing ads on 4hv.org -- as soon as there is a financial incentive to drive up traffic, I (and hopefully others) will always be second-guessing any decision that increases or decreases traffic.

well yes, I would imagine that increased traffic would cost the server more money, and while Im not sure how many moderators and admins you have (Im guessing 30-50?) It would be a pain in the ass to regulate everything, delete spam, and your server will probably clog up if you have 1500 posts a day. besides, I like this website, I was browsing on another electronic forum (never was a member though) and I got rick rolled 3 times (ARGH!!!)
getting rick rolled isn't fun. (click this link for bigger picture, *click* YOU GOT RICK ROLLED!!!)
