They are on the primary side. Also the inductor functions as a ballast and the cap corrects the power factor thus removing the current lag. It just stops computers and other electronics malfunctioning and having complaints/being driven out of town by neighbours. [Sorry, typo]

I'm not too sure how MOT resonance works. But it does seem to let arcs be drawn considerably longer, and people have posted some impressive results with it. Try searching the forum and archives.
I wouldn't bother with the ballast inductor and PFC. The whole point of the resonant setup is to cancel the ballasting effect of whatever leakage inductance the MOT already has. So why add inductance back in?

The ballast inductor is for safety. As there is far more voltage than the MOT secondary is designed for. So if it goes short, it doesn't blow fuses/up.

To find the inductance of the MOT winding by itself you could measure the current and wattage when it is operating at reasonable excitation levels. This will give you an indication of Q as well. The instruments to do this well are costly. The newer cheap wattage testers like the Kill-A-Watt might be used. Working back from the power factor, and getting an accurate DC resistance will give you henrys. If you resonate an iron core power transformer you drive it to saturation if sourced with sufficient current. This makes the core buzz instead of hum. Squarish waves result. The only trannys that 'ferroresonance' are cvt's (constant voltage transformers) (old Sola CVTs) the IEEE is very vary about ferroresonace in their transformer standard C57 as it occurs, and causes destructive overvoltages. A word about linemen's gloves. Never ever trust them with your life unless you have been instructed on their use and the gloves have been tested at whatever interval the utility saftey regs say.
