It is a correct method for translating voltage levels from 5V to 3.3V and the converse?

The 74HC4050 should be fine for high to low voltage conversion.

Check out the Philips I2C specification - Link2
Section 18.1 on page 43 shows how to change logic levels with two resistors and an N-channel FET in each line
Any FET with a low enough Vgs-thresh should work although for higher speeds a lower capacitance device is required.
You can easily do 100kHz I2C with Fairchild/Zetex BSS138s (SOT23)

I recommend using a PCA9517 IC... used is to do some 5v - 3.3v communication over I2C with a PCA9538 running at 5v to controll a PSU
worked very easily for me
