There was one assumption made that has complicated your design. The one where you decided that you needed a sine wave. The voltage multiplier will work just fine with a square wave, and it would simplify your circuit design. As for controlling the voltage of the capacitor, you simply need to switch the squarewave drive off once you reach the desired level. You could do this manually or with a voltage divider and an op-amp that enables a FET driver.
Also I suggest using a higher frequency than 60Hz as this will reduce the size of the multiplier capacitors neccesary to charge the main cap within a given interval.
