I suggest good old fashioned bovine laxative grade mineral oil. However, if you can find a supplier, a product sold as transformer oil may be cheaper and will have more thorough specifications.

A good collection of info on HV oils by Tesla DIYers is found in the famous Pupman archives:
Thomas McGahee's Compilation

Transformer oils are high-quality, with all the impurities and water removed, and some have an oxidation inhibitor additive.
In looking into oils myself, I have found industrial high voltage oils difficult to obtain in low quantities. It seems Shell, Chevron, Castrol, etc. only make 55gallon drums, and no longer 5 gallon pails (called about 6 different oil distributors around California for xfmr oil). Some transformer oils series' I have found are:

Shell Diala
Esso Voltesso
Cooper Envirotemp FR3
Petro-Canada Luminol
Exxon Univolt

Just google "Shell Oil distributors" in your state. You will get the best pricing if you go directly to a large Shell lubricants distributor.

I'd recommend using the Diala AX instead of any vegetable oil. It's dead dry, free of any contaminants, has very low viscosity, and is well proven for high voltage insulation uses.
