Can a scratch test reveal the difference? I'm not really sure what the proper black surface looks like, but these look like some pieces of metal that were spray painted black. I don't mind any destructive testing, got enough of them, and for as small as they are, i wanna eek out evey last bit of dissipation. I'll sand off the paint if in fact they are painted :)
EDIT: henry, did you mean it might make a difference when they're painted in the factory?

If it came black from the factory, it's probably better to leave it alone than to sand it down. I doubt it makes a lot of difference either way. If you want to do one thing to improve dissipation, try to make your forced-air cooling better - beefier fan, a duct to direct the airflow, etc.

Good point, my sanding enthusiasm wasn't based on any numbers. You're right that the efficacy of the cooling would be improved much more with a duct/better-forcing.
I just saw black heatsinks and got all worked up ;)
