Someone told me that I should be able to change the output voltage of an ATX power supply by changing the value of a single resistor. Is there any way this could be true? How would I find the resistor that needs to be changed?

When I am not using it for experiments it will be powering a amp! The PSU I have is the SilverStone DA1000 which goes for about $240. It was donated to the computer recycling place I volunteer at and it probably does not work. What parts in the computer use 12V? I cant imagine the average user using more than 10A RMS for fans and motors... I think I found the chip I need to modify in order to modify the voltage. Whould the PS232S be responsible? The only other chip I found with more than 8 pins was an LM339 Quad op amp thingy

Even worse than car audio, they come equipped with fake chokes...:D That PSU was rated at 550W and along with the fake choke contained only to-220 semis with an enormous 2x390uF 200V worth of electrolytic caps. I have 250W ATX power supplies with heavier duty internals, I think it really depends on the company.
I believe that the most power hungry part in a computer is the graphics card (high end), they have really become power hungry beasts since my overclocking days. The graphics card is followed by the CPU and so on down the list. But the graphics and the processor are the main culprits behind the intense rise in PSU requirements.

Modern semiconductors tend to use very low voltages so even 3,3V would be far too high, and since you have to use a switch mode converter anyway it is quite common to use 12V as the source for many of the components in a PC. For example graphics cards that can use more than 250 W have a 12 V conenctor in addition to the power it takes through the PCI-e bus. There is often a separate connector for the CPU too.

Yes. The latest CPUs and GPUs run off about 1.5V at nearly 100 amps. You have to generate that with a DC-DC converter right next to the chip, and 12V is the intermediate voltage they use to power the DC-DCs.
On the latest 775-pin packages, most of those pins are probably for Vcc and ground.
