Simply, the arc current is limited by the transformer's leakage inductance, so higher frequency=more reactance and less current, and vice versa.

Actually I have tried both FM and PWM, and FM sounded better.

Okay I see. So the average arc current is inversely proportional to the switching frequency? If this is the case you will have to modulate the frequency by a large amount to get a decent variation in the arc current and any decent volume. It also sounds like it will distort a lot since it is not a linear relationship between frequency and arc current!

You might have more luck by putting a resonant network between the inverter and the transformer. I managed to get very clear audio with a Tesla Resonator driven by link coupling. If the Q is high, you don't actually need to modulate the frequency by very much to change the amplitude of the current dramatically. It's also reasonably linear for small deviations in frequency if you are centred on the high-frequency slope of the resonant response. For larger deviations it starts to distort horribly, especially if you go over the top of the resonant peak and down the low frequency slope!
