Beware of a popular misuse of the E format in typographically-constrained scientific notation. [edited for brevity] The E separates mantissa (on the left) from exponent (on the right); base 10 is implicit. In a formatted document, it's proper to represent "two hundred" as 2.0 x 10[superscript]2. But in plain text we can get away with 2.0 x 10^2, or 2.0E2. The latter format is at least as old as FORTRAN.
10E3 is ten thousand (10000). Not unlike the marking on a 10 kiloohm resistor (1,0,3). 10E-4 is one thousandth (0.001), but 1E-3 or 10^-3 would say the same thing without the unfortunate ambiguity.
p.s. As long as we're being picky: When a unit of measurement is named for a person, its SYMBOL (not its name) is capitalized. H and nH are the symbols for henry and nanohenry, not Henry or Nanohenry or (God forbid) nanoHenry ! I could cite any number of style guides and SI references about this.

Sorry for not doing this sooner, Harry, but I didn't have any simple drawings of the device. The entire thruster will be put inside of a vacuum chamber in order to test it because a vacuum is required to accelerate a charged particle or plasma.
I mentioned the corona rings because I knew that the electric field around sharp points (such as threads) should be as low as possible. I guess it'll just be easier to make everything smooth.
The thruster has four capacitors and four SCRs, another set of everything behind the ones shown in the diagram. The coil is located in the acceleration stage.
