The inductor-transistor-neon detail looks a lot like a Joule Thief circuit, which typically runs a white LED from one nearly-dead AA cell down to 0.6 volts or less. So I thought about arranging a secondary winding on the inductor to make a self-oscillating circuit, with no more than an additional resistor or two and maybe a small capacitor (skip the 555!) Turns out it's already been done, more than a few times -- just do a Google or YouTube search for joule thief neon. I'm sure we could contrive one that efficiently runs a NE2 lamp from 5V or 12V. Not that it's worth a lot of effort to save a few pennies with respect to no-brainer 555 solution.
