You are right Neil. Typo. The regulator is supplying a stable voltage for my LM311 comparator, and it is providing a reference voltage. I have the regulator reach its stable voltage point when the turbine voltage is at 200vdc. I have a resisitive divider monitoring the raw 200vdc. I compare this output to the stable 18v using the comparator. The resistive divider output exceeds the 18v when the turbine voltage reaches 230-235vdc, and this changes the comparator output to HIGH.

Thanks everyone. I think I have a working solution. I am getting some components and I will try it on a breadboard. If it works I will post the schematic within the week.
Again, the contraints to this problem were: Only 200-240vdc source available ( I don't want to tap into individual phases). I need go from 0 to 18v on an IGBT gate when the dc volts get above 235vdc, and drop to zero if below.
