Inefficient? I wouldnt be so sure. I imagine the emission spectra of Xenon is more efficient than that of oxygen/nitrogen in air, however, in the case of a CD there is ignition of aluminium as well as a flat plate radiating surface. After all the "flash" in a flash/bang grenade is aluminium. I have a photodetector that gives 20mV/mW and this might be able to quantitate things better and read the peak light intensity compared with a Xenon tube. Or I could simply use a fresnel lens to try to burn paper.
