Some data sheets specify the .33uf input capacitor if the regulator is some distance from the smoothing caps, indeed the 1976 Fairchild Linear Integrated Circuit databook contains a footnote on the .33uF input cap that reads "Required if regulator is located an appreciable distance from power supply filter".
I should have written 'regulated power rail' to be more specific. A single 10 uF cap with low enough internal resistance can deliver a 20A spike when shorted, enough energy to blow a reversed regulator internal pass transistor if the voltage differential much exceeds its BvCER. I'm beating this to death, I'll stop.
