I have never tried making a tesla coil, So i figured I would make one for my personal project (school). I wan't to make a twin coil system, but I have some questions. To achieve the bipolar system, are the two secondary coils exactly the same, in terms of winding direction, and the primaries wound opposite directions, or is one coil, primary and secondary wound opposite directions? And Where do the bottom's of the coils connect? Do I connect the two together?

Yes, the secondary coils should be indentical, with the same winding direction. The primary coils don't neccesarily have to be wound in opposite directions, they just have to be 180 degress out of phase. (I'll come back to this) The first thing you will want to decide is whether to put your primaries in series or parallel. I'll make up some numbers really quick. You either have them both in series with 7 turns each, or put them in parallel with 14 turns each. The decision to put them in series or parallel is based on which one will give a better impedance match to the secondary resonator, but I found that I really didn't matter too much. In fact, I ended up putting them in parallel, as I worked better for me.
Ok, now lets get back to the phasing of the primaries. All you have to do is wire it so that they are 180 degress out of phase. You could make the primaries identical, but heres the trick, reverse the wires that feed the primary coils. Trace out the path that the current would travel and make sure that when current is moving AWAY from the center of one primary, current is moving TOWARDS the center of the other primary. If you make your primaries wound in the same direction, just trace out that current path and make sure they have opposite phasing. It can be done with identical, or non identical primaries. Connect those wires into the primaries in whatever way achieves this.
Where do the bottom's of the coils connect? Do I connect the two together?
Yes, connect the bases of the secondary coils together. I found that connecting the center to earth ground gave zero increase in performance, so you probably won't need an earth ground.
