I've just got an oscilloscope and would like to tune my SGTC. What is the most accurate way (steps) to tune a TC system with a o-scope and a signal generator?

I tried some of the items of of that site, but I think the reason that my coil won't work is that the Capacitors don't match my tansformer. On my small coil I am using a ignition coil driven off of a light dimmer and a 7uf Capacitor. I don't really know the voltage and current it puts out so its sort of hard to calculate the transfomer/capacitor match.

You might want to consider devising a way to measure the output voltage / current of your transformer. It shouldn't be that difficult. A simple divider will measure voltage and curent can be done a number of ways. It would be especially easy to measure if your transformer had internal shunts and was current limited like a NST for example.

I think I have an about estimate of my power output, but on the website EVR recommended it states for finding the self resonance of your secondary, hook the oscop up as the diagram says and then "Vary the Signal Generator frequency until the signal observed on the oscilloscope is at a maximum." Is that the maximum voltage? Freqency?

Thats maximum voltage. Remember, fres is the point where the impedance of the secondary is at its miminum, therefore, the current through the resistor (in series with your generator) will develope the most voltage across it, and it is this voltage that you are looking at with your oscilloscoipe. Make sure your probe is on the opposite side of the resistor, from the generator.
