Verizon Wireless is a cell-phone service provider, but the variety of antennae suggest that they have sub-contracted part of their system to some other user - law enforcement perhaps - to extend land mobile signals into the radio shadow of hills.

I don't see any of the normal arrays used for cell phone systems. This appears to be a microwave relay station of one sort or another, though there are a couple of omni-directional antennas up there.

Possibly a local EMA/Municipal radio system that uses microwave linking between multiple repeater sites.

Just because I'm bored at work, I attached one of the photos with my guesses at antenna type and frequency range. Take the actual ranges with a grain of salt, as scale is tough to get from this photo. I can make some broad assumptions based on antenna design though.

I would agree that its a repeater as well, but the UHF antennas on the left hand tower might still be for cellphone usage.

my guess is that it links data connections services from Verizon (such as their internet service) if it is not a service to something like the local public services...

Next time I go up I will take more pictures there is another tower of some sort there about 90 feet away.I know the guy that watches over that whole operation I should ask if he has an extra hard hat and if he can take me on the other side of the fence maybe open up the buildings to get some pictures of everything. shades
