Well it's titled "Lichtbogen 3 KV / 500A DC Hochspannung - Feuerrad" And unless DC means something other then Direct Current then yes, it was a DC power supply. And the lorenz force that is the basis of a rail gun's operation says that they are usually DC.

Might be an idea to try this the DIY way. Build a strike circuit like in a arc welder then discharge a few kJ trough the plasma channel with a large capacitor bank.
Too bad I don't have the time to try
