So relatively recently there was some discussion about newbie posters not reading the rules, so what about requiring some kind of quiz as part of the membership process? Questions can be multiple choice on the rules themselves as well as right and wrong scenarios. I would suggest 100% accuracy to pass and at least a 1 hour wait between retries with randomized questions from a bank.
Also there could be a thread rating system.
