old ni-cad batts 'just general waste'

Just recently I've been having a clearout, and prepared lots of junk to go to the local 'recycling centre'. Amongst this lot was a box full of old ni-cad battery packs and cells, everything from AAs to old backup lighting packs, quite a weight -I've been collecting them for a few years, knowing that cadmium is nasty stuff and should probably stay out of the bin. Anyway, I just learned that when this box arrived at the 'recycling centre', the guy there took one look at it then threw it in with the general waste, that I assume is destined for landfill! Am I wrong to be absolutely amazed by this..? Does this sound unacceptable?! I would have thought that any 'tip', especially a 'recycling centre' would have someplace for old batteries surely! Maybe the worker guy there just couldn't be bothered to put them where they should have gone? I'm considering contacting the council to see what they're response is... maybe after taking some 'fake depleted uranium' to the same centre to see where that gets put tongue

one thing I have noticed at places where there are large amounts of material passing through, is that they sometimes do one of the following
1) consider most everything they receive as "general items we deal in" as for their center it is common, or some places will re-purpose something for a single job... but who knows in this case
2) toss everything in a bin up front and let someone else sort it out later
3) the person at the front does not know anything about what they are dealing in and expects the person bringing it in to tell them what it is or what needs to be done with it

don't freak out unless you know it is really going to a landfill or something along those lines...
