Rust and capacitance?

I got into a discussion with my friend the other day about beer bottle capacitors the other day. We were talking about the effect of corrosion on the wires or bolts going into the saltwater. I argued that if there were a layer of some nonconducting material covering them (FeO3 or whatever it is...It's been a while since my steel design and materials classes), it would be just like having a very weak capacitor in series with the bottles, therefore there wouldn't be much of a difference. Am I right or would there be a more dramatic effect?

Also, wouldn't electricity, especially at extremely high voltages, rapidly accelerate the oxidation of the steel? I kinda remember learning that the chloride ions' effect on the oxidation of the steel has something to do with electric potential in the steel.

Any thoughts?

Well, yes it would kind of be like having a tiny capacitor in series, but if you have a huge 100000f capacitor in series with a 1pf capacitor, you might as well say the capacitance would be 1pf. So, if the electrode was separated or didn't conduct, it would very much reduce the efficiency, or just make it stop working all together.

Sorry, i cannot think at all right now. As in, i got out of the shower and forgot to turn it off.

Yeah, speaking of not thinking... i apparently forgot how to sum the inverses. Thanks Arcstarter.
I think the holiday break has kind of a mind-numbing effect.
Anyway... the rate of oxidation? anybody have any ideas?
