The rectifier for the highside voltage (sometimes kept separate for variac use) should be heatsinked, the GDT driver chips (UCC, etc) draw a fair amount of current so the 12V and 5VDC regulators need to be heatsinked (tab is ground, they can be common).
For the mosfets and freewheeling diodes, the tab's are at different potentials at different times, and they cannot be electrically common (ie: isolated), either have individual heatsinks, or isolate using sil-pads/mica washers.
Depending on the size of the SSTC sometimes the freewheeling diodes can be left without cooling, on mine there are no heatsinks on the freewheeling diodes, and 2 separate heatsinks for the 2 IRFP250s

Own record: 7 heatsinks :) The fun is - two of them are medium-sized (lower switches and schottkies), one is huge (both high-side switches and both HS UFs), two smaller ones (high-side schotts) and two really tiny (low-side UF - just put two U-plates because it wouldn't feel right with no heatsinks at all - they remain cool anyway). Nothing heats much.
