Is the IRF540 MOSFET a good replacement for the IRFP460?
I have made a few adjustments to my SSTC since my last post. I have given the 7812 (12v regulator), and in turn the 555 IC and Driver IC a spereate supply (17V 300mA). I have kept the same transformer for the MOSFET and driving coil, but when i power up this transformer, the MOSFET and wiring gets really hot, even though i havn't plugged the 17v transformer in. The two supplies are not connected, and i cannot see how the MOSFET could possibly be conducting. I have tested continuity between the Source and Drain of the MOSFET and i got 10 ohms. Is my MOSFET dead? Is it the correct MOSFET for the job?

Something gone very very wrong. I never used this driver in any of my projects, but I believe it, just like all the drivers I used, shorts the output to the ground if no VCC is given. While testing fets, just rig a lightbulb to some 9-12v supply through it and try connecting gate to + and - terminals (you can do it not only with wires, but also your own fingers - just make sure to first put a finger on the supply's rail and then, without removing it, put another finger of the same hand on the gate so it wouldn't cause an electrostatic failure), the bulb should glow while the positive gate voltage is supplied and remain off when you hold the gate grounded. Also, as most failures cause a full 3-pin short-circuit, it's wise to check the resistance between the gate and any other pin.
