TVS are specially designed for this purpose - however you've missed the variant I use now - two back-to-back omnidirectional TVS :D (actually did it by a mistake while receiving the order - the bidirectional ones were missing so I had to quickly claim anything that was in stock, - but heared that such a variant is faster anyway)

I also believe that zeners are not made for forward conduction for prolonged periods of time. TVS (like the popular 1.5K220CA) take more power than a zener which is good.

I would go with Steve here: not just because of the relatively large capacitance of transils, but because the conduction slope of transils between first conduction and actual clamping can be quite large.
There is no problem in using zeners back-to-back as clamps - in fact there are ready made dual zeners with common cathode or common anode configurations such as MMBZ6V8DC/A - MMBZ27DC/A from Vishay designed for this very purpose.
