I am not so sure you will be able to find a good tesla coil capacitor for 20 bucks, but miracles have happened! I will help you look around the web for some, perhaps i will find a good cheap one on ebay. You are old enough for your parents to let you go mow other's yards, right? If not, you should not be playing with tesla coils or high voltage. But you should just go around the neighborhood(if you live near people) and ask if you can clean up yards or mow grass or other lawn services(NEVER go into ANYONE'S house unless you know them). I make 100 bucks a week on good productive weeks. Then, buy some good CDE capacitors, and if your coil is built well you could get like 2-3 FOOT sparks! But, if you want small spark a neon transformer is a bit too powerful, use something like a flyback transformer or ignition coil.

Use a 555 timer and mosfet to drive 12 volts at an amp into a flyback and use that as your power supply and you should get about 5 inch discharges. That is VERY efficient! 12 watts can get you 5 inches. Apparently, with a 200 watt zvs driver you could get 2 foot sparks..

Well....with the right design, you could get 30 inches with that NST!!
Of course this would require spending more thatn $20 on capacitors. cheesey
I would suggest making some salt water caps, this will cost you less than
$20, but I can't stress enough the importance of research.
Tesla himself said that he spent 90% of his life thinking, therefore when he
actually did things, he did them right.
You will need about 6 or 7 salt water caps to get the right capacitance.
Good luck.

You can probably make a capacitor for that money which will work for a bit. Use paper and tin foil and some oil.

Mine are beer bottles in a tub of saltwater. The bottles also are filled with saltwater. Hang some long bolts or something into the bottles and connect them all in parallel.
