3PH Filter

I got given a 30A 3Phase filter yesterday with my variable transformer.
I was thinking that it might be okay to use it in a single phase application.
I found this schematic

but now I'm not sure if it
will work as a single phase filter. Or is it as simple as tying the 3rd phase to ground?
Also, I have been looking at this diagram

to use for my control box.
Why does he have the filter running the opposite way? Is it because usually the filter is used to keep noise out of the
system whereas in our case we are trying to keep the noise in (so to speak) ?
