When the ring is collapsed it doesn't want to 'fly', perhaps its just a alternating magnetic field inducing eddy currents through the plastic (aluminized mylar?)

Yes, the wand can contain a small VDG. Note in the video a motor noise when the demonstrator pushes the button on the wand. An electronic HV generator would have problems in generating enough voltage, and could be dangerous. The effect is obviously electrostatic. Demonstrations of this kind, using feathers and frictioned bodies, are described in many old texts about electricity.

i tried charging a TC topload to 50kv DC and put a very thin and light foil ring on top of it, it just flys off the top. Is there some sort of trick to make it stable?

Some law of physics states that no stable arrangement of fields can cancel eachother, or something to the same effect. The trick to making it stable is constantly adjusting the topload position to counter the tinfoil's movement.
