If you have a reciprocating saw ( A SAWS ALL) its easy. Just go to the hardware store and buy the blade that is coated with carbide. Its made just for sawsalls and fits right in. Thats how I have cut tungsten before and it worked fine.
Cutting a groove and cracking it sounds like it wouldn't leave a smooth edge but I haven't done it before.

I use diamond wheels to cut tungsten, I also make sure the wheels stay wet while cutting.
I wouldn't suggest cutting tungsten with carbide because "carbide" is tungsten carbide, there you have two materials with relativily the same hardness.
I'm not sure you can file the end smooth with a file either because files are made of tool steel which is no match compared to tungsten. To smooth it out you'll need to use another abrasive or abrasive wheel like Aluminium Oxide abrasive or Garnet. Bare in mind that the Oxide wheels and Garnet will get chewed up pretty fast. Also, there is a warning with tungsten electrodes containing 2% Thorium, so when you grind it try to minimize contact with the dust.

Aluminum oxide is too hard for grinding tungsten believe it or not. You actually need a softer wheel such as a green silicon carbide wheel. They're more expensive and wear away faster, but they cut the tungsten like magic.
