Testing Mini Brute Boards

I have started testing the Mini Brute boards. The book called for a signal generator to test the primary feedback circuit but it said a 555 IC could also be used to generate the 100Khz 5v signal. I built the 555 circuit on a separate board and verified its output with an oscilloscope so I know that works. However, I am receiving no signal from pin 2 of U4 and U5. I am also not getting a signal from the GD IC.
Is the wiring of my setup incorrect or does it look good and I am probably not accurately measuring the signals with an oscilloscope? Also, note that the small breaboard on the bottom left is just the logic power supply rebuilt and the red wire in the center of the board provides the external mod with 5v for 100% duty cycle. All IC's are new so that shouldn't be the problem.
