I think tesla had some designs, but they were incomplete as if he did do it he did not want it to be known etc etc, but also remember that this guy invented hydroelectric power... I am pretty sure he had his own source of power that could run the thing...

I also doubt that it was pocket sized, it would not have enough strength to overcome the damping effect.
Tesla used an analogy of setting off a bomb on the earths surface and then setting another off at the exact time that the wave has returned, thereby doubling the effect. He said if this is continued that within a certain time the earths surface would be in waves and you could therefore tear the earth in two.
I think the easiest experiment (mind you I haven't thought much about it) would be to take a steel beam and measure the length. Knowing the speed of sound through steel it could be worked out the frequencies needed to create standing waves in the beam. The beam supports would need to be at nodes as to not dampen the waves.
Depending on the frequency needed, perhaps an reciprocating hammer driven by a piston arrangement could serve as the oscillator. There should be enough force in a hammer on steel to create a decent effect.
I have no doubt this is possible, as Mates has said with the lathe at critical rotation. When more than one thing begins to vibrate in resonance, it's scary how much power there is. I have also seen this but on a much smaller scale.

Edit: Also, sprinkling salt on top of the beam would show where the nodes are.

I know that with my bench grinder, which has an off-balance wheel, will shake the bench as it's slowing down. At first the bench just vibrates, then as the grinder slows down even more, it starts shaking and at one point the whole bench is rumbling and parts are bouncing around on it. That lasts for about 3 seconds and then it fades again.
I've also attempted research with a reciprocating saw and a variac. The results were not too impressive, but I just kinda threw the experiment together and was surprised that I got any results at all.

lol. If there were terrorist in the area watching Mythbusters, I think they would have done more research in a certain area that Mythbusters hides. They say they hide the information so that some random person doesn't get hurt and sues Mythbusters. Just my thought.
